Under FDA rules, any product marketed with a Sun Protection Factor (SPF) rating or a UVA/UVB protection claim is classified as an OTC drug and falls under the sunscreen monograph (21 CFR 352). That reclassification changes the carton spec: instead of the standard cosmetic ingredient list, the carton needs a formal Drug Facts panel per 21 CFR 201.66 with specific mandatory sections, hard type-size rules, and a specific layout. Tamper-evident is required
