Sunscreen is a drug, not a cosmetic (FDA classification)

Under FDA rules, any product marketed with a Sun Protection Factor (SPF) rating or a UVA/UVB protection claim is classified as an OTC drug and falls under the sunscreen monograph (21 CFR 352). That reclassification changes the carton spec: instead of the standard cosmetic ingredient list, the carton needs a formal Drug Facts panel per 21 CFR 201.66 with specific mandatory sections, hard type-size rules, and a specific layout. It also needs tamper-evident packaging per 21 CFR 211.132. This is a real technical spec — the FDA has issued warning letters for missing or malformed Drug Facts panels on sunscreens.

What the sunscreen carton has to carry

Drug Facts panel format (21 CFR 201.66) — mandatory sections in this order:

  • Active ingredient(s) — the sunscreen filters (avobenzone, oxybenzone, zinc oxide, titanium dioxide, etc.) and their concentration
  • Purpose — usually "Sunscreen"
  • Uses — permitted use language from the monograph

Tamper-evident is required
